В статье выявлены и проанализированы ключевые проблемы, связанные с развитием индустриального туризма в городах «второго эшелона» Уральского региона. Актуальность работы определяется потребностью в исследовании проблем развития внутреннего туризма в России, разработке разностороннего инструментария его оценки, а также интеграции проблемы туристского сектора в широкий социально-экономический контекст постиндустриальной, креативной экономики. Охарактеризовано значение символического капитала как исторически накопленного культурного ресурса; сделан вывод о том, что в значительной мере сегодняшнее развитие индустриального туризма основывается на системе культурных институтов и моделей, сложившейся во второй половине XX в. Ряд актуальных тем и направлений не представлен в культурной политике современного Урала в достаточной мере из-за того, что до сих пор эта политика во многом вдохновляется импульсами 1970-х - 1990-х гг. (отсутствие должного внимания к трудовому подвигу Великой Отечественной войны, слабый интерес к современному производству и технике). Показано значение общего уровня развития креативного сектора экономики для индустриального туризма; на материалах Свердловской области продемонстрирован разрыв между агломерацией областного центра и остальными городами области по уровню развития креативных индустрий. Отмечено, что существенный вызов для развития индустриального туризма представляет собой проблема рекультивации промышленных ландшафтов и их интеграции в культурное пространство, поскольку в данной сфере регион еще не имеет успешных практических примеров. Авторы приходят к выводу о том, что успешное развитие индустриального туризма в Уральском регионе требует комплексности (преодоления ведомственных и административных барьеров), инвестиций в символический капитал и организации новых культурных институтов, выработки специфических инструментариев с учетом пространственной и экономической неоднородности структуры региональной экономики, повышенного внимания к вопросам экологического оздоровления и интеграции не только архитектурных памятников, но и индустриальных ландшафтов в общую культурную политику.

The article identifies and analyzes key issues related to industrial tourism development in the second-tier cities of the Ural region. The relevance of the work is determined by the need to study the problems of domestic tourism development in Russia, develop a comprehensive toolkit for its assessment, and integrate the problem of the tourism sector into the broad socio-economic context of the post-industrial, creative economy. The significance of symbolic capital as a historically accumulated cultural resource is characterized; a conclusion is made that today's development of industrial tourism is largely based on the system of cultural institutions and models that emerged in the second half of the 20th century. A number of topical issues and trends are not sufficiently represented in the cultural policy of the modern Urals due to the fact that this policy is still largely inspired by the impulses of the 1970s - 1990s (lack of due attention to the labor feat of the Great Patriotic War, weak interest in modern production and technology). The importance of the general level of development of the creative sector of the economy for industrial tourism is shown; the materials of the Sverdlovsk region demonstrate the gap between the agglomeration of the regional center and other cities of the region in terms of the level of development of creative industries. It is noted that a significant challenge for the development of industrial tourism is the problem of reclamation of industrial landscapes and their integration into the cultural space, since the region does not yet have successful practical examples in this area. The authors come to the conclusion that the successful development of industrial tourism in the Ural region requires comprehensiveness (overcoming departmental and administrative barriers), investments in symbolic capital and the organization of new cultural institutions, the development of specific tools taking into account the spatial and economic heterogeneity of the structure of the regional economy, increased attention to issues of environmental improvement and the integration of not only architectural monuments, but also industrial landscapes into the general cultural policy.
